The US deliberations about a change in course in Iraq come just as US Ambassador in Baghdad Zalmay Khalilzad ends his duties there. Khalilzad -- who is being considered as a replacement for John Bolton as America's UN Ambassador -- had long pleaded for the inclusion of the Sunnis in the political process, in the hopes that this would defuse the terrorist core of Sunni resistance. In my opinion , if Mr. Bush had listened to Mr. Zalmay's advise than things would have been different. It is quite evident now that Mr. Bush and his hawks had some ulterior agenda of their own. If Mr. Bush did pay heed to his ambassador's advice, it is unlikely that he would consider ISG's recommendations.
