إنشاء شبكة قطارات داخلية بالعاصمة المقدسة

أعلنت شركة البلد الأمين للتنمية والتطوير العمراني اعتزامها إنشاء شبكة داخلية للقطارات في العاصمة المقدسة، والتي من شأنها أن تربط قطار الحرمين القادم من المدينة المنورة بالمسجد الحرام وبالمشاعر المقدسة عبر مشروع قطارات المشاعر.

وأوضح الرئيس التنفيذي لشركة البلد الأمين المهندس إبراهيم البلوشي في بيان صحفي اليوم أن البلد الأمين انتهت فعلياً من إعداد الدراسة الفنية للمشروع وبدأت في إعداد دراسات الجدوى الاقتصادية والمالية للمشروع الذي من المتوقع أن يتم طرحه للمنافسة في الربع الثالث من العام الجاري. من جهة أخرى قال البلوشي "إن الشركة حريصة على إنشاء المشاريع التنموية القادرة على تحقيق النفع للاقتصاد الوطني وللمواطن"، مبيناً أنها تتوجه من خلال أربعة مشاريع للإسكان الميسر ستنفذها خلال مدة تتراوح بين 5 – 7 أعوام، إلى إنشاء 15 ألف وحدة سكنية في العاصمة المقدسة.

وتابع البلوشي: "المواقع التي نستهدف إنشاء الوحدات السكنية فيها هي :أم الجود التي بدأت الآليات العمل فيه مؤخرا، بالإضافة إلى ثلاثة مواقع هي العكيشية "جنوب مكة"، وشارع الحج "شمال مكة"، والراشدية "شرق مكة"، والتي جميعها الآن تخضع لدراسات الجدوى الاقتصادية استعداداً لطرحها أمام المطورين من القطاع الخاص".

وكشف البلوشي أن هناك خطة لتطوير خمس مناطق عشوائية في قلب العاصمة المقدسة هي: الكدوة – جبل الشراشف – النكاسة – الزهور – الخالدية 2، لافتاً النظر إلى أن عمليات المسح الميداني والدراسات الاجتماعية قائمة الآن، وأن الشركة ستعتمد في تطوير الأحياء العشوائية على عدة محاور، تتصدرها توسعة الطرق وإكمال منظومة خدمات البنية التحتية فيها، ومن ثم تطوير المنطقة وإعمارها وفقاً لموقعها وعوامل الجذب فيها.

but it's not the most seasonal of places. I need snow.'

She is a clear favourite to make
the X Factor finals - and has been praised for her ‘beautiful, distinctive
voice'.

But Rebecca Ferguson broke down in
tears following the results show on Sunday night - and told show producers she
feared the show is being geared up for Cher Lloyd to win.

The pressure of the ITV talent show
had clearly taken its toll on the mother-of-two after she gave a rather subdued
performance on Saturday that prompted Simon Cowell to say he could ‘see the
nerves'.

A show source told the Daily Mail:
‘Rebecca was in absolute tears backstage, I’ve never seen a contestant so upset
before.

‘She really feels that Cher is
getting preferential treatment over her and that this is going to ruin her
chances of winning.

‘Rebecca’s put everything into this
competition and she’s finding it extremely stressful. It’s very hard for her to
see Cher get so much attention from their mentor Cheryl. She thinks the show is
being geared up for Cher.

‘And besides which, Rebecca was
very close to Katie and now that she has gone, she only has Cher left, and she
can be very hard and cold.’

The situation was only aggravated
after Miss Lloyd, 17, was given the plum spot of performing last on Saturday

of U2’s I Still Haven’t Found What I’m Looking For – only to be told by judge
Dannii Minogue that she wanted to see ‘more performance’ from her and not
‘always just standing in the middle.’

Cowell said: ‘Once again, as next
week is semi-finals, I can see the nerves, that was a little bit stiff in some
parts of the performance…having said that you have the most beautiful
distinctive voice.’

However, Miss Lloyd - who has
struggled with performance anxiety and panic attacks throughout the series - was
praised for her rendition of Walk This Way by Aerosmith.

her tears by saying that she was simply missing her children, Lilly May, five,
and son Karl, four, who have been cared for by relatives at home in Liverpool

كشفت دراسة جديدة أن ملايين النساء البريطانيات
ضجرن من حياتهن بسبب الأعمال المنزلية التي لا نهاية لها وقلة المال والحياة
الزوجية المملة.

ووجدت الدراسة التي نشرتها صحيفة "ديلي ميل" امس الجمعة
أن شعور عدم الرضا لدى البريطانيات يعود بشكل رئيسي إلى الحياة الاجتماعية
المحدودة، وغياب المغامرة في الأسلوب، وقلة الحركة في غرف النوم، وانعدام الثقة
الذي يجعل النساء يشعرن بعدم الأمان.

وقالت الدراسة التي شملت 4000 إمرأة بريطانية تتراوح
أعمارهن بين 18 و 65 عاماً، إن أربعاً من بين كل عشر نساء يكرهن الشتاء وينظرن إليه
كفصل السخط لأنه يسبب لهن الكآبة، فيما اعترفت ربعهن بأن مظهرهن غير المغري يؤثر
على ثقتهن ويمنعهن من العمل والانخراط الاجتماعي.

وأضافت أن واحدة من كل خمس نساء بريطانيات بدأت تشعر
بأن مظهرها من حيث اختيار لون الملابس صار يحاكي أمها. وكان اللون الأسود هو الغالب
في خزائن ثيابها.

وأشارت إلى أن الأمور التي تثير ضجر المرأة البريطانية
من حياتها هي، عدم امتلاك ما يكفي من المال، وإتباع روتين واحد، والملابس المملة،
وانعدام الحياة الاجتماعية، والعمل المنزلي المتواصل، وتناول الأشياء نفسها في
وجبات الطعام، وقلة العطل، والوظيفة المملة، وغياب الهوايات، والحياة الزوجية
المملة.

ووجدت الدراسة أيضاً أن نسبة تصل خمس النساء
البريطانيات اعترفن بأنهن سئمن من حياتهن الزوجية وتريد واحدة من بين كل عشر منهن

It may be hard to tell as they dust, scrub and
vacuum, but apparently most women actually enjoy doing housework.

A study found that as many as 70 per cent admit they
gain satisfaction from doing the laundry and mopping floors.

This is particularly prevalent among older people,
with pensioners saying they find sentimental value in taking the time to look
after their treasured possessions.

The results, from a national survey of 25,000 adults,
suggest the 21st century housewife has far more in common with her 1950s
counterpart than she might have thought.

With many more women now working full-time as their
family’s sole breadwinner, a shift in gender roles might have been expected.

While more than 30 per cent of men admitted that
someone else is in charge of the cleaning, only 10 per cent of women said the
same thing.

Researchers Mintel found that more than half of women
claim all of the housework falls on them, regardless of whether they have a
job.

Mintel analyst Michelle Strutton said: ‘I wouldn’t
suggest they had it right in the Fifties but those who take more care over
cleaning the home would take their cues and role models from around this time.’

But while fewer men pitch in with the housework, many
of those that do secretly enjoy it. A surprising 50 per cent said they like
doing chores.

The results seem to support recent comments by Top
Gear host James May, who claimed modern men have become emasculated and are no
longer the masters of practical skills such as putting up shelves.

Miss Strutton said: ‘In most young families where two
adults work full-time there is more sharing of household tasks.

‘This is what James May refers to when he says men
are losing their “manly skills”. They are doing more of the cooking and washing
up and jobs traditionally thought of as women’s work.’

While women for the most part said they enjoyed
housework, the study found that those in their twenties and thirties were the
most likely to buck this trend.

Many younger respondents said the ‘deep clean’ was
not a feasible option with work and family commitments taking precedence over
chores.

Forty-seven per cent said they are reduced to
cleaning up as they go along, and one in five admitted leaving chores until the
weekend.

Miss Strutton said: ‘Younger people care far less
about the cleanliness or tidiness of their home and don’t achieve as much sense
of satisfaction from keeping a neat and tidy home.

‘If you are retired you can take time to clean and
polish your furniture and dust your ornaments, mementoes and keepsakes.

'It is more pleasurable than needing to wipe crayon
and pet hairs off the dining room table before your family can eat a
meal.’

Teamwork: Couples are more likely to stay together if
the husbands help with chores around the house

Forget boxes of chocolates and romantic weekends
away.

The secret to a happy marriage is to roll up your
sleeves and help your wife with the housework.

Research shows that unions in which the men muck in
with the chores and childcare are more likely to last the course.

And the more elbow grease a man puts in, the lower
the odds of him heading to the divorce courts.

The results of the study of thousands of British
couples will be music to the ears of millions of women.

Men, however, are likely to be a little less keen on
the idea that they should be taking on their share of 'women's work'.

Researchers from the renowned London School of
Economics, normally used to dealing with more weighty academic affairs, have
turned their minds to the hoovering and washing up.

They tracked the fortunes of 3,500 married couples
who had their first child during one week in 1970 - an age when most women with
young children stayed at home.

When the children were five years old, the women were
asked about how much their husbands did around the house, including helping with
housework, childcare and shopping.

Just over half didn't help at all - or only assisted
with one task.

A quarter carried out two tasks, and the remaining
quarter did three or four, the journal Feminist Economics reports.

Around 7 per cent of the couples had divorced by the
time the child was ten, rising to 20 per cent by the youngster's 16th birthday.

When the two pieces of information were crunched
together it became clear that the more a man helped out, the more stable his
marriage was.

It showed that although divorce became more common
when the mother went out to work, this increase could be kept to a minimum by
the father pulling his weight around the house.

Researcher Wendy Sigle-Rushton said: 'The results
suggest the risk of divorce among working mothers, while greater, is
substantially reduced when fathers contribute more to housework and childcare.'

Marriages in which the father stayed at home and took
responsibility for the childcare and chores were as stable as those which
followed traditional gender roles.

The finding, claimed Dr Sigle-Rushton, exploded the
theory that marriages work best when comprised of a stay-at-home mother and a
working father

She added: 'The structure of the labour market, rates
of female labour market participation, rates of divorce, and expectations about
men's and women's gender roles have all changed considerably since 1975.

'But this study underscores the importance of taking
into account relationships between men's behaviour and marital stability.'

Latest figures show that single women put seven hours
into housework, while wives and live-in girlfriends do more than 12 hours every
week. Men, however, only put in four or five hours a week

Britain has failed to make it into the top ten of a
list of the world's most successful countries, according to a global survey of
wealth and happiness.

The UK was placed 12th in a 'prosperity index' of 104
nations covering 90 per cent of the world's population, behind countries
including the U.S., New Zealand and Australia.

Mediocre scores for education, health, domestic
security and levels of personal freedom are dragging down our performance,
researchers say.

The conclusion that poor results from key public
services are hitting Britain's prosperity is particularly embarrassing for the
Government, given the billions poured into them over the last decade.

The survey, by the free-market think-tank the Legatum
Institute, brings together data on economic growth with ratings for democracy,
social provision, happiness and quality of life.

Although in 12th place, Britain has improved from
14th last year, and 17th the year before. Finland is named the best place to
live.

The Scandinavian country boasts universal health

Unsurprisingly, Zimbabwe, with its economic chaos and
social unrest, is at the bottom of the index. France and Germany trail the UK
but still make the top 20.

Dr William Inboden, senior vice president of the
Legatum Institute, said: 'Despite the recession, the UK continues to perform
well on a number of important economic indicators.

But beyond the positive headlinesthe UK is burdened
by sluggish performance in its educational institutions, its domestic security,
its health outcomes, and even citizens' views of how free they are to create the
life they would like to have.

'The index shows the UK's future prosperity rests in
its ability to continue its leadership as a global innovator and also in how
well it addresses these barriers to continued growth.'

Of the world's 25 most populous nations, the report
finds that the UK, Germany, and France all trail the U.S. in both economic
measures as well as key quality of life measures.

The UK is the only other country besides Germany in
the top 15 to rank below 20 on three key measures. It ranks 21st on education,
23rd on health, and 22nd on domestic security.

Britain ranks 11th globally in its combined
performance on economic indicators, and 15th in quality of life measures.

And we are ranked 17th when measured by how satisfied
citizens say they are with their lives.

On public safety and security, the UK ranks 22nd,
Germany ranks 21st, and France ranks 23rd. All three trail the U.S., which ranks
19th.

On the plus side, the top five most entrepreneurial
and innovative countries in Europe are, in order of rank, the UK, Sweden, the
Netherlands, Denmark, and Germany

Restless: More than a third of women said the
constant cycle of dirty dishes, laundry, vacuuming, dusting and cleaning left
them yearning for a change

Two thirds of British women are 'completely bored'
with their lives, a study has revealed.

A lack of variety amid a daily routine, a limited
social life and pressures at work are the main bones of contention for the
nation's females.

Not enough holidays and coming home every night to be
faced by a list of household chores to crack on with also leaves women feeling
fed up.

Many said they were also bored with their appearance
but didn't know how to or couldn't afford to give themselves a
make-over.

The study conducted among 3,000 women found almost
seven out of ten females are fed up with being broke.

Most claim they are happy in their current
relationships - but almost seven out of ten are fed up with being
skint.

Nearly half said they were 'sick and tired' of doing
the same things day in and day out, while 46 blamed their dissatisfaction on
their terrible social life.

Four in ten said they hated their job while another
four out of ten said they would be happier with life if they could take more
holidays.

More than a third said the constant cycle of dirty
dishes, laundry, vacuuming, dusting and cleaning left them yearning for a change
of scenery.

Elaine Smith, marketing manager for Florette Fruit,
said: "Women today are so busy trying to have it all - the job, the family, the
social life - that somehow we've ended up with nothing.

"It is no surprise two thirds of British women are
bored with their lives and half are sick of doing the same thing day in and day
out.

'Women have lost the get-up-and-go to shake up their
lives and try something different.'

Interestingly, a whopping nine out of ten reckoned
they would be less bored with life if they made an effort to be more
spontaneous.

Of the unusual things women wish they had the guts to
do, six in 10 dreamed of driving to the airport and board the first available
plane.

Over a third of girls liked the idea of packing their
bags and emigrating to another country, while 31 per cent fantasised about
telling people what they really thought of them.

It also emerged a quarter of women would like to walk
into work and hand in their notice and the same percentage wished they could
chop all their hair off to make a statement.

The study also showed six out of ten would feel much
happier if they were able to have more holidays during the year.

Nearly half of women say a move away from their
current house and town would make a massive difference, and 45 per cent reckon a
change of appearance - such as hair, make up or wardrobe - would do them the
world of good.

But 34 per cent of women don't have the confidence to
make the necessary changes to their life to make them happy, while 29 per cent
claim not to have the time.

London-based life coach Becki Houlston said: 'Women
across Britain have taken the first step by admitting they are bored of the
monotony of their lives, but now need to address the 'buts' which get in the way
of them grasping opportunities.

'Grabbing those spontaneous moments only takes place
when we remove the barrier between what we want to do and actually taking
action.

'A huge part of that interference is a 'but', whether
it's 'I wish I could say yes to that invite, but I don't have the energy' or 'I
wish I could relax but I need to get this done.'

'Buts' limit the exploration of possibilities by the
brain and, along with the energy boost of eating fresh fruit, it's these
possibilities that open the door for spontaneous actions - and the motivation
for life which follows.'

أكد رئيس ديوان المظالم الشيخ إبراهيم الحقيل أن النظر في قضايا التعويض عن الضرر الذي تسببت به الأعمال الإرهابية هو من اختصاص المحكمة المتخصصة التي تنظر بمحاكمة المتهمين في القضايا الإرهابية , نافيا أن يكون ديوان المظالم له علاقة بهذا الشأن.

وأوضح الحقيل عقب حضوره حلقة نقاش بعنوان « الاتجاهات الحديثة لديوان المظالم بجامعة الملك سعود أن الديوان بدأ قبل اسبوعين بتطبيق المحكمة الالكترونية خلال نظره في احدى القضايا التجارية. وقال بدأنا نصدر أول الأحكام الالكترونية ونحاول انجاز شبكتنا الالكترونية للاستمرار , والنظر ليس في الأحكام التجارية فقط وإنما كذلك بالجزائية والإدارية.

وأضاف «بنيتنا التحتية في الحاسب الآلي لا تزال بحاجة إلى عمل , وخلال سنة سيكون لدينا منظومة جديدة لعمل المحكمة الالكترونية «.

وعن كشف الديوان لهوية من المتسبب في بعث رسالة منسوبة إلى ديوان المظالم لعدد من المتقدمين للمسابقة الوظيفية في توافد أعداد إلى مقر الديوان , قال : الموضوع في عهدة الأمن وتم إبلاغ الشرطة وننتظر نتائج التحقيق لكن الديوان لم يبعث أي رسالة , والموقع كان مغلقا ولا يستطيع احد اختراقه , وليس لديوان المظالم أي دور في ذلك بالعكس الديوان عالج الموقف معالجة جيدة وأعلن في لحظتها أن الرسائل غير صحيحة.

واستبعد ان يكون «هكرز» خلف الموضوع, وقال انه يبدو أنها لعبة حيث أن ايميل الديوان الالكتروني على الهوتميل, فيما تم إرسال الرسائل المذكورة عبر بريد الالكتروني من الجيميل.

واكد ان الديوان يتعزم تعيين مائة قاض مع نهاية السنة الحالية , ليرتفع الى خمسمائة قاض ويتم حل قضية تأخر القضايا ,وقال انه سيصدر قريبا ما يفرح فيما يخص التوسع في مباني الديوان.

واعلن الحقيل خلال الكلمة التي القاها بحفل الورشة تحت رعاية وزير التعليم العالي الدكتور خالد بن محمد العنقري عن اكتمال الاستعدادات في الديوان للبدء في إعداد المدونة الكبرى لأحكام الديوان الإدارية والجزائية والتجارية والتأديبية خلال الثلاثين عاماً الماضية، بما تتضمنه من مبادئ وأحكام واجتهادات قضائية، تمهيداً لنشرها ووضعها بين يدي الباحثين والمختصين لتبرز دليلاً ساطعاً على علو كعب قضائنا السعودي وقدرته على معالجة نوازل العصر بالاستناد إلى أحكام شريعتنا الغراء.

الشيخ الحقيل يلقي كلمته

واوضح أن دعوى التعويض تعتبر من أهم صور دعاوى القضاء الكامل، التي تتسع فيها سلطة القاضي الإداري، وهي حقيقة بالدرس والبحث للوصول إلى تأصيل متميز لها سواء في الفقه أو القضاء، ولا يزال ديوان المظالم يباشر قضاء التعويض بتطوير مستمر يناسب مقتضيات واقعنا المعاصر، وبما يناسبه أيضاً من الأحكام والمبادئ الثابتة في الشريعة الإسلامية.

وقال من المسلّمات أن تطوير مرفق القضاء وخاصة الإداري والارتقاء به يُعد من الأولويات لكل دولة متقدمة منصفة عادلة، نظراً لما يضطلع به هذا القضاء من تحقيق للعدل وإنصاف للناس من قرارات جهة الإدارة وتصرفاتها، ولذلك كان ذلك التطوير من أولويات خادم الحرمين الشريفين الملك عبدالله بن عبدالعزيز - أيده الله - فأطلق مشروعه المبارك لتطوير مرفق القضاء عام ١٤٢٨ه، مستهدفاً تعزيز التطوير القضائي، ودعمه مالياً ومعنوياً، إذ يعد هذا المشروع في تاريخ قضائنا السعودي نقلة تاريخية وحضارية مشرفة، ولا أبالغ إن قلت إن هذا المشروع هو تأسيس جديد للقضاء السعودي العصري المستند إلى ثوابت ومضامين أحكام شريعتنا الإسلامية السمحة، مع تجديد وتحديث للآليات والطرائق، وإننا لندعو المولى عز وجل أن يجعل هذا المشروع في ميزان حسنات خادم الحرمين الشريفين، وأن يُعلي به قدره في الدنيا والآخرة. واضاف ومن المعلوم أن هذا المشروع الرائد شمل ديوان المظالم، وأعاد ترتيب الاختصاصات القضائية له وللقضاء العام أيضاً. فألحق القضاء التجاري والجزائي بالقضاء العام الذي هو القضاء الطبيعي في كل المنازعات غير الإدارية، فيما خصص الديوان بالقضاء الإداري والتأديبي، وجاءت الاختصاصات التي نص عليها النظام من الشمول بمكان، بحيث أصبح لديوان المظالم الاختصاص العام للفصل في كافة المنازعات التي تكون الادارة طرفاً فيها، سواء كان سببها قراراً أم عقداً أم واقعة مادية.

واختتم كلمته بقوله «ولاشك أن المتأمل لقضاء التعويض في ديوان المظالم يرقب عدداً من الاتجاهات الحديثة فيه، والتي أصدر قضاء الديوان - بناءً عليها - عدداً كبيراً من الأحكام المتعلقة بطلبات ودعاوى التعويض الموجهة من ذوي الشأن ضد الجهات الحكومية، وهذه الاتجاهات والاجتهادات القضائية القديمة والحديثة، والمبادئ المستقرة في الديوان، تتبدى منتثرة في أحكام الديوان، ما نُشر منها وما سوف ينشر لاحقاً بإذن الله».

قام الرئيس العام لشؤون المسجد الحرام والمسجد النبوي الشيخ صالح بن عبدالرحمن الحصين يوم امس بتسليم كسوة الكعبة المشرفة لكبير سدنة بيت الله الحرام تسلمها نيابة عنه نائب كبير سدنة بيت الله الحرام الشيخ الدكتور صالح بن زين العابدين الشيبي جريا على العادة السنوية التي تتم في مثل هذا اليوم من كل عام الذي تسلم فيه الكسوة الجديدة الخارجية للكعبة المشرفة لكبير سدنة بيت الله الحرام ليتم تركيبها على الكعبة المشرفة في اليوم التاسع من شهر ذي الحجة بدلا من الكسوة الحالية.

وعقب الانتهاء من مراسم الاستلام والتسليم من قبل الشيخ الحصين ونائب كبير سدنة بيت الله الحرام الدكتور صالح بن زين العابدين الشيبي تم توقيع المحاضر الخاصة بعد ذلك أقيم حفل خطابي بهذه المناسبة بدئ بتلاوة آيات من القرآن الكريم .
