So Mr. Obama faces this paradox: an electorate that on the whole tends to be reluctant to veer too far left or right, despite the passions emanating from both ends of the spectrum, is now represented by a remarkably polarized Congress that seems inclined to shun compromise. Traditional crucibles of bipartisanship in Washington, like the Senate Finance Committee, have exhibited little of the philosophical flexibility or legislative creativity that create grand compromises. In contrast to Windows 7, where Microsoft (MSFT) focused on fixing the dismal experience of using the Vista operating system, Apple concentrated on improving OS X's underpinnings. The result is a winner, mainly because Snow Leopard has built-in support for Microsoft Exchange. This makes it much easier for people in a Microsoft work environment either to use a Mac on the job or to get to their mail, contacts, and calendar from a Mac at home. For anyone who has struggled with such tasks in the past, Snow Leopard (officially OS X 10.6) is well worth the bargain price of $29, or $49 for a family pack that's good for up to five computers. Until now, Mac users had two less-than-ideal ways to get access to Exchange. Office 2008 for the Mac includes a program called Entourage, a pale imitation of Outlook that lets you into your Exchange mailbox with limited access to contacts and calendar. The more ambitious approach was to set up Windows on the Mac, using Parallels or VMware (VMW) virtual machine software, and Air Max LTD then run Outlook itself. Microsoft has responded to Snow Leopard by promising real Outlook for the Mac—but not until late next year. There's no reason to wait. Once you upgrade to Snow Leopard, you should be able to add your Exchange account to your Mac without help from your IT department. You just enter your e-mail address and password in the Mail application, and you will see your messages, along with to- dos and notes. The iCal scheduling program takes care of appointments and other calendar items. Address Book deals with contacts, including the global address list, a big deal for Exchange users. The one catch is that all of this works only with Exchange 2007, the latest release. Quite a few large organizations run older versions of the software. Much of the effort behind Snow Leopard went into building a software platform for the future. Most new computers have 2 or 4 processors, and that will soon increase to 8, 16, or more. But today only the most skilled programmers know how to use this power efficiently when they are writing applications that users crave. A new technology in mahinaSnow Leopard, called Grand Central Dispatch, is designed to make it easier for developers to create programs using multiple processors, reducing the wait for a processor to finish a task. The result should be more powerful and smarter software for everything from games to home automation. Another advance in the operating system, called OpenCL, lets programs take better advantage of powerful graphic adapters in many current computers. Snow Leopard also completes the transition from 32-bit to 64-bit computing, which enhances performance and allows the use of vast amounts of memory. Unlike in the Windows world, where this transition is still causing pain and limiting the memory of many Windows 7 systems to an increasingly inadequate 3 gigabytes, Apple has pulled it off seamlessly. Finally, Snow Leopard marks the end of the transition from the old PowerPC chips to Intel (INTC) processors; the software only runs on Intel-based Macs. (Apple completed the switch to Intel chips in late 2006.) The new operating system isn't completely devoid of flashy features. For example, Chinese speakers can write ideograms on the touchpad of a MacBook, and Air Jordan 23the software will produce the correct Chinese character in the text. Such frills aside, Snow Leopard is an unusual Apple offering, being nearly all steak with very little sizzle. But it is an inexpensive and painless upgrade. Crowded skies and exhausted pilots are a bad mix, the airline industry and pilot unions agree, but they're struggling over what to do about it. The airlines want to schedule some pilots withAir Jordan 22 less-taxing flights — fewer takeoffs and landings — but for longer, not shorter, hours in the cockpit. The unions say they won't agree to more hours for those pilots in exchange for fewer hours for pilots who fly as many as a half dozen short flights a day or take off at odd times. Concerned by the possibility that pilot fatigue has contributed to fatal crashes, some members of Congress have been pressing for changes. There are likely to be at least three sets of recommendations. Labor, passenger airlines and cargo carriers all have their own lists, participants said. "There will be more than one sheet of music coming out," said Russ Leighton, director of aviation safety for the International Brotherhood of Teamsters. It will be up to FAA to write the final tune, he said. Although Federal Aviation Administrator Randy Babbitt has promised to go over those recommendations swiftly and turn them into a formal proposal by the FAA, the process will at aImpax Run 2 minimum take months to complete. Current rules say pilots can be scheduled for up to 16 hours on duty and up to eight hours of actual flight time in a day, with a minimum of eight hours off in between. The National Transportation Safety Board has been recommending since 1990 that rules on how many hours pilots can be scheduled to work be updated to reflect modern research and take into account early starting times and frequent takeoffs and landings. NTSB Chairman Deborah Hersman said she didn't expect Tuesday's recommendations to address all the issues but hoped they would create a foundation. "You have to build all the rest of the house around it," she said. Bill Voss, president of the Flight Safety Foundation think tank in Alexandria, Va., said there's now enough research to answer a lot of the questions that used to keep airline management and pilots on opposite sides of the debate, with pilots wanting tighter restrictions and airlines wanting more efficiency. One change that might make sense would beNike Men Dunk Mid allowing back-to-back flights from one U.S. coast to the other, he said. Fatigue rules currently prohibit such flights, but a pilot might be less tired flying from Los Angeles to New York and back in one day rather than doing it after just a few hours of sleep, Voss said. That possibility was raised by airline representatives at the fatigue committee meetings, participants said. "We think that everybody recognizes that there is not a one-size-fits-all solution," said David Castelveter, spokesman for the Air Transport Association. Some members of Congress don't trust the FAA to finally come to grips with the problem. A bill under consideration in the House would force the agency's hand. It also would require airlines to use fatigue risk management systems — complex scheduling programs that alert a company to potential problems. After the House Transportation and Infrastructure Committee approved the bill last month, Chairman James Oberstar ran through a list of airline crashes in recent decades. "The common thread running through all of it is fatigue," said Oberstar, D-Minn. "We have many experiences of the flight crew, the cabin crew, who in cases of emergency were just so numb they couldn't respond instantly to a tragedy at hand." Linda Zimmerman, a retired Ohio teacher whose sister died in a 2004 regional airline crash in Kirksville, Mo., said the pace of the government's response saddened her. "So many people have died and theyAir Jordan 21 haven't done anything about it," she said. Corporate Airlines Flight 5966 was preparing to land on Oct. 19, 2004, when the twin-engine turboprop slammed into trees. The pilots and 11 passengers were killed. Two injured passengers survived by jumping from the plane moments before it was engulfed in flames. The NTSB said the pilots failed to notice that their plane had descended too quickly because they didn't follow procedures and engaged in unprofessional cockpit banter. But the board also said the captain and first officer probably were exhausted — they were completing their sixth flight of the day, had been on duty more than 14 hours and had flown three trips the day before. Studies show exhaustion can impair a pilot's judgment in much the same way alcohol does. It's not uncommon for overtired pilots to focus on a conversation or a single chore and miss other things going on around them, including critical flight information. In a few cases, they've just fallen asleep. Last year, two go! airlines pilots conked out for at least 18 minutes during a midmorning flight from Honolulu to Hilo, Hawaii, as their plane continued to cruise past its destination and out to sea. Air traffic controllers were finally able to raise the pilots, who turned around the plane with its 40 passengers and landed it safely. TheAir Max LTD Trainer airline is a Mesa Airlines subsidiary. NTSB said that even though the pilots had not been working long that day, they were clearly fatigued. They cited the pilots' work schedules — the day of the incident was the third straight both had started duty at 5:40 a.m. — and said the captain had an undiagnosed case of sleep apnea. FAA rules on how many hours an airline pilot may fly or be on duty before he must rest have been virtually unchanged for nearly a half-century. If airlines had to allow their crews more rest, they would have to hire more crews. NTSB's investigation of the crash of Continental Connection Flight 3407 on Feb. 12 near Buffalo, N.Y., killing 50, has spotlighted the long hours, low pay and long-distance commutes of regional airline pilots. It's not clear where the captain of Flight 3407 slept the night before the crash, but it appears he may have tried to nap in a busy airport crew room where his company — regional carrier Colgan Air Inc. of Manassas, Va., which operated the flight for Continental — kept bright lights on to discourage extended sleeping. The first officer commuted overnight from her home near Seattle to Newark, N.J., to make the flight to Buffalo. The fatigue committee put aside the question ofNike Men Dunk Low whether such long-distance commutes — a cherished prerogative of flight crews — contribute to fatigue and should be restricted. "Both sides agreed it's the responsibility of a professional pilot to show up for work fit and rested and ready to fly," Leighton said.

Cash for clunkers did its job in August, pushing car sales to levels not seen since last year. But the boom from the U.S. government's program has already worn off for automakers. Car companies said on Sept. 1 that their August sales soared to an annualized selling rate of about 14 million, thanks to the government's clunkers program,nike jordan which gave $3,500 to $4,500 to consumers trading in an old gas guzzler for something more efficient. The accelerated sales rate was a boon for carmakers, especially Ford (F), Toyota (TM), Honda (HMC), and Hyundai. But the industry appears to be giving those gains back as the annualized rate has fallen to 8 million vehicles since Aug. 25, when the program stopped. "August was the best month of the year, but it's possible that it could be followed by the worst month this year," says Jeremy Anwyl, chief executive officer of Edmunds.com. The clunkers program was especially helpful to Hyundai, whose sales soared 47% for the month, according to Autodata. Ford saw its sales increase 17%, Toyota was up 10.5%, Honda 10%, Mazda 12%, and Kia posted a dramatic 60% rise. Tracy McGrady8 General Motors and Chrysler both saw sales declines. But GM's 20% decline was partly due to a rough comparison with August 2008; that year- earlier month marked GM's 100th anniversary and the company offered employee pricing and a truck-blowout sale, noted Mark LaNeve, GM's vice- president for North American sales. Overall, GM considered August 2009 a success; it had just exited bankruptcy court a month earlier and yet managed to hold its market share at 19.4% while cutting incentives by $500 a vehicle, to $3,200 per car, LaNeve said. Rebates May Have Cannibalized Fall Sales But like other carmakers, GM saw sales trail off after the clunkers program ended. And it appears that the rebates sucked some sales out of September as well. Michael DiGiovanni, GM's executive director of global market and industry analysis, says that he thinks about 200,000 of the 700,000 cars sold under the clunkers program were pulled ahead from future months. Thanks to the clunkers rebates, Ford was able to drop its incentive spending in August by $451 per car, and the total that the company spent per vehicle on incentives dropped below $3,000 for the first time in at least two years. That's about $1,800 less than its incentive spending a year earlier. Two of Ford's offerings—the Focus and the Escape—were among the top-selling vehicles under the clunkers program. Sales of the Focus rose 56%, while those of the Escape crossover climbed 49%. Ford economists estimated that without the clunkers program the industry would have seen a 10.5 million annualized selling rate in August. That's historically very weak, but better than the first half, when cars sold at an annualized pace of around 10 million. That indicates the economy may be starting to come back, albeit slowly. Chrysler sales were off 15%, at least in part because the company had no inventory. Chrysler announced that it would match the government's clunker cash with deals of its own. But that cleared out passenger cars that qualified for the government program and left the company with little to sell as the program wore on. Tracy McGrady Many carmakers are now in the same bind, Anwyl says, if not to the degree that Chrysler is. He says that with inventories so low, dealers won't want to negotiate as much on price. Automakers have also cut back on rebates, pushing car prices up until inventories are replenished in the next four to six weeks. Prices are up $500 to $1,000 a car, which will slow sales and add to the hangover from the clunker program. Looking ahead, sales should slowly rebound, with analysts predicting that they will hit an annualized rate of 10.5 million in the fourth quarter and pick up slowly but steadily next year.
