Bankrolling the War on Terror: War Bonds

Taking a page or two from history, with past wars where the United States was enthralled in battle, the administration sold war bonds to bank roll their efforts abroad. This War on Terror is a different kind of animal, so to speak, but would benefit from the selling of war bonds. This way will free up other monies to balance the budget and fuel other programs, etc.
